President–Tony Lucibello, Northwest Essex Community Mental Health Network

Anthony Lucibello is Executive Director of Northwest Essex Community Healthcare Network located in Belleville, NJ.   Northwest Essex provides mental health addiction and vocational rehabilitation services to persons with disabilities at two locations in Belleville and Montclair.  Northwest Essex also operates a private school which provides a special education curriculum for children with disabilities.  Mr. Lucibello is a Past President of the New Jersey Psychiatric Rehabilitation Association (NJPRA) where he continues to serve on its Board as a member of its Executive Committee and serves as Co-Chair of its Public Policy Committee. He has provided oversight in the development of his agency’s health promotion and wellness activities for which Northwest Essex received a recognition award for “Bridging the Gap between Mental and Physical Health” from UMDNJ-UBHC in 2008. In June 2011 Mr. Lucibello organized a highly attended conference on healthcare integration entitled “Under the Big Tent” which was co-sponsored by the NJ Division of Mental Health and Addiction Services, NJ Department of Health and state mental health trade associations.  In 2012 he received the prestigious Mort Gati Award from NJPRA in recognition of a career that embodies the principals of psychiatric rehabilitation. Mr. Lucibello received a Masters in Public Administration from Rutgers University and is a Certified Social Worker.


Vice PresidentJohn Kulesza, CSP-NJ                                                                                                                                                                                                             

John is Director of Ethics & Integrity for Collaborative Support Programs and has served on the Board of Directors since 2006. Completing a term as Secretary, John previously served two other terms as Board Secretary, one term as Treasurer and one term as Vice President. He has served on the Finance Committee, Staff Development Committee and is on the Public Policy Committee. He has his Masters of Social Work degree from Rutgers University and is an Licensed Social Worker in New Jersey.  John earned 24 post-graduate credits toward his doctoral degree John is also a Certified Psychiatric Rehabilitation Practitioner. He was the recipient of the prestigious Mort Gati Award in 2014.


Vice President Eileen Joseph, CareLink                                                                       

President and CEO of CareLink Community Support Services which provides a variety of residential, supported housing, education, employment, outreach and clinical services throughout southeast PA and residential services in Camden County, NJ.   Eileen is a founding member and has served as Secretary and Chair of the Pennsylvania Association of Psychiatric Rehabilitation Services and has served as Board Chair and Board Member of IAPSRS/USPRA .  A CPRP, she served on IAPSRS’s Training & Education Committee and was a member of the original team of application reviewers for the RPRP & APRP.   She served as the first vice-chair of the CPRP Commission and chaired their Ethics Committee. Over her years of involvement with the national association, she received several awards including The Irving Rutman Award in 2000. Eileen has been a member and Chair of the PA Association of Rehabilitation Providers and is currently an Honorary Board Member of the PA Rehabilitation and Community Providers Association.  Ms. Joseph has served on many PA Office of Mental Health task forces and committees.  She is consulting with NJRPA in working with DMHAS on the Medicaid Waiver. She received her MS in Mental Health Research & Program Evaluation from Drexel University.


Vice PresidentTom Pyle, PsychOdyssey                                                                                                                                                                                                       

 Tom is a mental health services executive, advisor and advocate. He is also a family member. He has served as Director of Administration at Bridgeway. Through PsychOdyssey Services, he assists families navigating mental illness. He serves on the NJ Behavioral Health Planning Council and the boards of NAMI Mercer and Community Enterprises Corporation. He has also served as an adjunct instructor at Rutgers’ Department of Psych Rehab. Mr. Pyle received a Master’s of Science in Psych Rehab from UMDNJ and is a Certified Psych Rehab Practitioner.


SecretaryDave D’Antonio, Bridgeway Rehabilitation Services                       

Dave is a Program Director for Partial Care, RIST and Co-Occurring Disorders for Bridgeway in Union, Warren, Somerset, Middlesex and Hunterdon Counties and is an Evidence-Based Practices trainer. He has served on the NJPRA Board since 2006 and is completing a term as Board Secretary.  Dave has a MA in clinical psychology, as well as an LCADC, CODS and CCS. He is the Chairperson of the NJPRA Partial Care Providers Group. and is on theNJ Addictions Professionals Certification Board.  Dave was recognized by NJPRA in2012 with the Mort Gati Award.


TreasurerHarry Coe, Consumer Provider Association                                   

Harry Coe demonstrated a leadership role in New Jersey serving as the first President of the Consumer Provider Association (CPA-NJ) in 2000, and earned his CPRP in 2003.  He has statewide experience with program evaluation, and continues to work with Mental Health Licensing.  Mr. Coe is appointed to the Community Behavioral Health Citizens Advisory Board, and was Chair of Monarch Housing Associates.  He was honored by NJPRA with the Alan Lunt Consumer Advocate Award in 2011.  Harry has been Chair of the Membership & Marketing Committee, and is now completing his first term as Treasurer.
